There are 3 areas that prevent you from laying the stone walkway down (areas provided in the pics). So far these are the only areas I've noticed with the issue.
Area 1 - South of the water fountain/park.
Area 2 - Northeast of Pierre's going towards the community center.
Area 3 - Bridge going to the beach.
