I think if each quest was hardcoded to appear at least once before reverting to an entirely random order it would be nice.
Right now it's possible to force quests you want but only with external tools and glitches (dynamic seeding), and it can be an utter pain if you don't get quests you want, especially hardmode sc/mines which lock content behind them.
My recent save took 7 months after I unlocked the walnut room to get a hardmode minds/sc quest and that was just really annoying as it also stopped me from getting perfection for a while
At least if some of the quests were guaranteed to show up after the player first enters the walnut room, there would be a chance for them to access the quest without it being unfair. I don't think it needs an entire mechanical overhaul though
