Jelly is hard to get. Fishing in cave is a waste of time. It should be fished in a place where people usually fish.
Cave jelly can be fished in mountain lake instead of river jelly.

After doing some light reading on the wiki, I believe the best way to farm for Cave Jelly would be to boost your luck as high as possible and use a training rod on floor 20. This would prevent you from fishing up Ghostfish and Stonefish (as their levels are too high for the training rod), which would cause you to only fish up trash.
And then, each +1 to your luck would add +5% to the base chance of 5% for fishing up this jelly. If you combine the effects of wearing two lucky rings, eating a lucky lunch, drinking a ginger ale, and receiving the luck blessing from the statue of blessings, that would add up to 7 luck, giving you a 40% total chance to catch cave jelly instead of trash. Eating magic rock candy would take it to 50%, but that’s not worth it imho.
