PC Can't invite friend for multiplayer.

My friend (On steam, windows) does not have the ''Enter Invite Code'' option in Co-op so she can't join my game and play with me. I have tried inviting her through steams friendslist under the invite option but nothing happend when she accepted the invite. She tried hosting a game but got no invite code and had no option in her settings to invite other players, nor did she have an invite option on the steams friendlist either like I did.
