Solved Can't install smapi

So my friend has problem, whenever he tries to install smapi this shows up (see screenshot) even when we tried to install it manually it just doesn't show up. He installed this one:

and from here
https://dotnet.microsoft.com/download/dotnet/5.0
sdk 5.0.403
and
.net runtime 5.0.12

He downloaded this and still same error

The only other thing I can think of at the moment, would be to have him remove any and all net 5 and then try again.
