I'm on Day 11 of Fall Year 1 with Fishing Level 8 using an Iridium Rod with Spinner Tackle and Bait and while its raining I have not caught a single tier above base level, and for some reason I have been catching Walleyes throughout the day despite it only being 11:10 PM in my current game. Unsure what occurred to bug it but I was catching high tiers the days prior.
