PC [BUG] (Spoilers) Extended Family Quest Not Appearing

I unlocked the Qi Room in year 2 winter. Since then i have done every quest i can, and have done every quest (except extended family) at least twice now, as i'm in year 5 summer. But, as the title says the quest has never appeared! It has been around 2.5-3 years now and i'm desperate, fishing is my favorite thing in the game. Not entirely sure if it is a bug, but i think it is. I do not use mods which could interfere with it.

Hope i can get an answer or help, or even a fix from someone as it is really infuriating, already thank you.

It's completely random. I'm sorry. One month I had it every... single... week. I'd already done it once, and didn't want to do it again right then.

Two different ends of the luck spectrum, but still somehow both were bad luck. Weird, that.
