Windows [BUG] Obelisk Glitch 1.5

After completing the Wizard's Ink quest the book opened in the Wizard's Tower but I only have the choice to purchase the Jumino's Hut. I can not build Obelisk. Am I missing something? or is this a glitch? Can it be fixed?

How is it that you can not build an obelisk? Are they simply not there, or they don't give you the option to build despite having the resources? I think we need more information.
