A few days before the first Green Rain event, which serves as the introduction to the Green Rain event mechanism, Lewis will ask you to find his lucky Purple Shorts. If you happen to find them and try to give them to the Mayor during the first Green Rain Event's day, he won't talk to you about anything Green Rain-related at all.
Upon giving him his purple shorts, he will appear relieved for finding them and will ask you where you found them, and to keep them a secret, etc.
But after he takes the pants from you, he wont talk anymore, thus, losing any unique first-time Green Rain event related dialogs he may otherwise have for you, such as about phoning the Governor and learning from him that the Green Rain probably isn't dangerous. Which are REALLY cool dialogs and shouldn't be missable, especially for newcomers to Stardew Valley!
Additionally to the aforementioned bug, Lewis' entry in the Social Tab will also be missing the characteristic green tick on the box which marks whether you have talked to him on that first Green Rain event day.
Note that this issue doesn't happen with other quest givers for turning quests to them during the first Green Rain event day. For example Clint will thank you for the requested Ores you brought to him, and after the mission's completion, he will resume his event-related dialogs by talking to you about the Green Rain etc, as usual, and he will be properly marked as "talked" in the Social tab.
