Should be able to make bug meat from bait not the other way around.

No it isn't?
The regular bait is just worms, you can buy them from Willy or spawn them with a Worm Bin.
Chopping up worms would make "bug meat"?
Seems logical to me.
Stitching Bug Meat together to make worms doesn't.

I think with the bug meat, it's very large chunks of large cave-dwelling insects, and you're chopping them into something that can be used as bait.

Bait, on the other hand, can be multiple things, not just worms.

No, I mean that the "bait" item isn't worms. You have to chop up bugs the size of small dogs to get the meat from them... like, you need a sword to kill the things, not a fly swatter. Sure, what you get from the worm bins is probably worms, but until then... crafted stuff was probably mosquito steaks.
