This tested with SMAPI uninstalled and with installed and the behaviour is the same.
Since the update to 1.5.5 yesterday Stardew Valley no longer respects the HDR setting as per Windows 11.
Previously if HDR was set to on and you lunched Stardew Valley 1.5.4 the game would respect this setting (in Fullscreen, Windowed or Borderless Windowed). However since 1.5.5 when launching Stardew and setting it as the active windows the setting is forced to off, you open the Windows settings panel on another screen wheel launching the game you can see this happen in real time.
Rolling back to the 32-bit XNA version of Stardew available under the beta menu in steam resolves this behaviour and the game respect the HDR Setting.
