Sort of what it says on the tin. I got a crop fairy event just now, and a few Summer Seeds were in the radius. All of the other plants visibly grew and were harvestable as normal, but the Summer Seeds were harvestable (and I got what it was supposed to produce, Spice Berry, etc.) but did not "grow" visibly, they were still sprouts.
