Android [BUG] can't build anything

hi, using android, have v 1.4.5.145 installed, and now i can't build anything. when i go to build them, it defaults to 'move buildings' each time, and won't let me place the new building.

Was there a specific point when you noticed this issue began? I ask because the Android was last updated in March.
