It is not rare as soon as you can go to the desert Skull Cavern:
Use luck buffs and stair cases and go at a lucky day. Then you can get Auto Petters on Treasure Rooms levels!

True however it would also be likely to be made and you wouldn't have to buy it every time rather make it. You could also make it a experience but reasonable difficulty to make
Though I do agree fizz would be a better option. Or Qi sells the recipe for it

Buying the recipe costs 10 qi gems and a auto petter.
The recipe could be something like 50 hard wood, 10 iridium bars, 10 radioactive bars, 5 cloth or wool and 10 mystique syrup.

that seems a bit expensive for something that can be got at jojamart, maybe get rid of the bars

They are mods. I usually take a farm mod, then something that adds new area or persons, and then the bunch that affects gameplay: Timespeed, SC elevator, one for Easy Fishing (I suck at Fishing), one that shows where people are on the map... I like to play at leisure and also to have something new on every round.

I mean you can already buy it if you go down the joja route, sure if you want a lot then it's smarter to do Joja than the CC, but it's a way to give some incentive for you to actually do so, as opposed to the community center being the morally and mechanically superiour route in every way.
