About the new NPC on new location

I promise that this will be my last doubt for today.
The lady wife of the pirate has already given me the photograph of my missing husband, I spent the whole autumn trying to find out the whereabouts of this blessed buccaneer, but I can't find anything, and I'm on the second day of winter these days. Could any kind soul help me with such a mission? I don't know what to do, if someone can give me step by step on how to complete this mission, I would be grateful.

Without giving away too much, you need to find an appropriate someone (for the first thing, think about who in town would possibly have anything to do with a war memento) that you should give it to...

...and that person will give you something you'll need to give to someone else...

...and that person will give you something you'll need to give to someone else...

...until you get the thing you need to give to Birdie.
