Yes to both!
1) That statue will make gifting for birthdays an absolute breeze, and it'll give you some fun goodies on the non-birthday-days, too!
2) The only relationship that can deteriorate after reaching full hearts is the relationship with your spouse. Everyone else will remain max hearts--unless you get ornery and feel like shooting them with eggs or something!

I agree the statue will not pay for itself in most people’s file save length. But it does really help with making friends, remembering birthdays, also gives diamonds, Gold or Iridium bars half the other days, Omni Geodes the other half. I think it might be partially based on luck.

... it gives always the same items as birthday gifts, and I like to go through the whole palette of gifts for everybody. I seldom forget birthdays, so I have no real use for it.

While it’s not a statue to get for cash and it pays itself off over insanely long periods of time, it is amazing for awkward villagers like Pierre. I get a couple because while I want to give them high quality gifts like rabbit feet for their birthday, having a few statues will mean I have a few niche gifts for other times of the year.

I think so? I've been playing a lot of Project Zomboid and haven't played much Stardew of late, so I'd have to check.

i started buying these statues because having gold you don't need in your current funds (and you don't have a plan to use it in the near future) is useless! so why not. but it's not really worth it

Brutal. Steep learning curve, but the folks in the Discord are typically very helpful. Just know that "press Q" is a joke you should never fall for.
