1.5 Update-Question: 100 % Perfection - missing Blueprint

Unfortunately I failed to fulfill Willies Quest ("Juicy Bugs wanted" / Special Order).
Can I achieve 100% Perfection even though I have not been able to get the Quality Bobber receipe?

Yes, the quest will return until you complete it.

Until you craft all the things? No, you actually must craft everything that is possible to be crafted to achieve perfection.

The thing is, as @Ereo pointed out, that special order will come up again. If you fail it a second time, it'll come up a third, fourth, fifth... I mean, it never really stops coming back. It's just delayed you a little bit. That's all.
