willys letter

I’m new to this app so sorry if I did something wrong in this post. I went looking for someone asking this question and someone did but it was from really far back and they said that by the end of 2022 or something that iOS would be able to update to 1.5. Assuming that happened is it possible...

I finished the bundle that was supposed to trigger the repair of willy's boat but I never got the letter. I have two hearts with him but when I try to go through the back door it says it's locked. I'm in winter year 1. Version 1.5.6

Im in year 3, I've completed the community centre and the wizard quest for the ink. It's been an in game month and I've been to Willy's shop a number of times but no letter to start the boat quest. I'm waiting for winter to catch a lincod and a squid but that's all I've got left on my journal...
