I've got quests such as clint asking for gold before the mines are open, or demetrius asking me to fish up 4 sardines in summer (the only season when they dont show up!)

Was on Summer 3 and there was a Help Wanted quest from Willy asking for Sardines to be caught, but Sardines are only in Spring, Fall, and Winter. This is in 1.6 on Steam on Windows, single-player.

When you get quests for items you already have a store of, turning in the items is not enough to complete the quest. Another quantity needs to be collected. Unsure if this is a bug or a feature. Example attached.
