So Emily was once non-romanceable. She was only added as a romance candidate due to a twitter poll. And I think this is where the issue lies, since the added heart events (and some dialogue) feel like they were just added to set up her romance instead of fleshing out your bond.

From her first heart event, it's set up as the two of you being intertwined by destiny due to a dream she has. She even directly states this. To me this removes some agency in your relationship with her and makes me question if she's only being kind due to this dream she has. If it was left more ambiguous as to what this dream meant to her, it could instead come off as her becoming curious about you and wanting to know more instead of "already knowing" you two will be best buddies.
Her second heart event isn't bad, it shows her caring side and how tender she can be. But we don't really interact with it at all, just watch (farmer is canonically a lurker so maybe this could just be a way for the farmer to see this side of her lol). I think this could be used as an opportunity for Emily to learn more about our opinions on the valley's life and what we would do if we came across an injured innocent. This could start her shaping her opinion on us outside of our "aura" or what she sees. Or perhaps a part 2 to this event instead where we see the aftermath and Emily asks for our opinion on how she's helped the parrot.
Her third heart event is in the right direction. It's really embarrassing to experience for most, but I think that's the point. It's her first time letting herself be vulnerable to us and is risking a bad reaction to show us something she finds fun. What could be added to this, is that she could have a second discussion with us after we give our feedback to her dancing about something we like to do that we're embarrassed to share. That would really help strengthen this heart event as a bonding experience.
And then... her fourth heart event. People focus on it for Clint interrupting her "confession," but she literally only gets one "um" in with her neutral expression before he comes in. She gets zero chance to have a 1-1 with you at all, and I think this acts as the nail in the coffin for her storyline. You don't get to have an intimate conversation with her, you don't get to learn how you being friends with her has affected her, you just get a single "um" and that's it. It makes her history with you just feel kind of like nothing, there's no payoff from her dream all the way back when you first met.
You could go through her entire event chain in vanilla, and it would read as entirely platonic. All the other romanceable villagers have heart events focused on showing the growing relationship between the character and the farmer, but her events to me only seemed to show more about herself. Things that most could reasonably learn just by watching her lol.
And sure, it can get annoying with the romanceable villagers subtly hinting that they have a crush on you during their 8-heart events even when you're already dating someone, but this heart event really feels like it belongs to one of the non-datable villagers because of it. Heck even after giving her a bouquet she still calls you a friend instead of her partner at 10-hearts lol (even after what happens in that tent.)

Something that could also help is... Adding more heart events! Or just more interactions that explore her inner-self. Something constantly brought up is her natural attunement to magical and nature, but we never actually see anything about it other than her knowing that gemstones have magical properties, she can feel aura, and that she can "predict things." On it's own, it gets kind of... grating... because of the way it's written and the fact that we never really see her put it into practice so it's just a lot of "truuuuuuust me." And sure, her lines could get rewritten to get rid of that zodiac girl vibe, BUT what would be really effective is if she had more opportunities to showcase her magic attunement or test us on it. It could really strengthen her character and give opportunities for her to bond with the farmer who is *also* magically attuned to the Valley. I mean we can understand what animals are saying and can use gems to enchant items, there's no way she wouldn't be amazed by that right?

Another idea comes with what kind of person Emily is. She appears to be someone comfortable in her own skin, even though she knows she’s weird and different than others, and is readily already open about herself. Throughout knowing her, she stays consistent. This kind of trait could be spun into her story progression. Instead of you earning her trust and being an anchor to grow as a person from (she would still grow to trust you as a friend and express secret Emilyisms), she becomes *your* anchor and earns the farmers trust to be open about themselves. Her natural weirdness and her being unashamed by it seems like it would mesh well with the farmer since they're a freaking weirdo in-universe lol. There aren't really many opportunities in-game for the farmer to be open about themselves, so having Emily become an outlet for it both platonic and romantic would be a good opportunity to roleplay your farmer’s personality.

So in short, Emily could really use a dialogue rewrite in 1.7. She needs to visibly bond with the farmer and have her inner-side more developed like the other villagers. She needs to feel like she's falling in love with the farmer for who they are and being able to be vulnerable with them, rather than just because her prediction powers says it's what she should do.
