What are some online resources that the developer (ConcernedApe) used to learn Pixel Art ?

The unique style of pixel art used in the game caught my attention to what the developer used as a resource for learning it ?

I'm not sure if he's talked about any specific resources he used for learning art, but the game's wiki page for him lists a number of interviews he's given over the years that you could look through: https://stardewvalleywiki.com/ConcernedApe

I think with everything a large part of it is practice. CA spent years working on the game before releasing it, and made huge improvements to the game's art over that time. That's not to say you have to iterate the same artwork to improve, but continuing to work on a skill over a long period of time will make a big difference.
