Introduction quest didnt finish

Hello! Im new in this game, i already get the name of all the villagers in pelican town in my connection(?), but the quest still 27/28. I already redo maybe 4 times now, but it didnt finish yet. Is the quest will finish when i met new char? My ocd didnt let me play other quest till i finish the introduction quest! Help ಥ‿ಥ TIA

How are you certain that you have met everyone? I can be reasonably sure that you haven't met someone yet. I'd suggest going to this page and comparing...

You'll need everyone from the first two rows. In the third row you do not need the dwarf. In the 4th you do not need Kent, Krobus or Leo. In the 5th row you need Vincent and Willy. That should be 28.

I would double-check anyone who's usually behind a counter. They sometimes fill out when you talk over the counter, but it will not count. Make sure you talk to them face to face.
