PC [HELP] Game stutters when screen is on 100hz

PC specs:

Ryzen Threadripper 2920X 12-Core, 3500Mhz
GeForce RTX 2070
48GB RAM
BENQ EX3501R 35 inch 100hz Curved Monitor
M.2 Samsung EVO PRO SSD 2TB

With these specs, Stardew Valley still happens to stutter every 2 seconds in 100hz when the game scrolls (camera moving around). When I stand still, everything is as smooth as butter.
I went into task manager and set the game from normal to high priority, even changed the affinity and disabling the first core but it's still stuttering. This only happens in Stardew Valley for me.

Can someone offer up a fix?

Tried doing that too, when enabled, it stutters around every 2 seconds, and when disabled, it stutters nonstop.

I've heard switching to integrated graphics while running the game has resolved the issue for some people.
