I just tried going into the summit while on a rainy day. However, the summit doesn't get rain weather in a rainy day.
No mods on version 1.5.3.

I believe that's on purpose, it's supposed to be above the clouds so it naturally wouldn't rain there

Above the clouds and a volcano so the heat would evaporate any clouds.
