Windows Upgrade of Community Center built a new house for Pam.

Single player, WIN11, Keyboard/Mouse.
V1.6.14 build 24317
WIfe is Penny, but when I went to Robin and clicked on 'Upgrade Community Center', the messages were "do you want to build Penny a house'. And 3 days later, Pam got a new house and the cutscene for that new house was presented.
