If by "Apple tablet" you mean an iPad, then unfortunately not. iPads run the mobile version of the game, which does not offer multiplayer.
If it is an Apple laptop, then yes, anyone with a copy of the game through Steam or GOG can all play together, regardless of if they are on Windows, macOS, or Linux.
